Thirteenth Amendment (902)
This stamp commemorates the 75th Anniversary of the abolishment of slavery in the United States by the adoption of the Thirteenth Amendment to the Constitution. It was issued on October 20, 1940, almost two months before the actual anniversary of December 18. Of course the fact that there was an upcoming federal election in November, 1940, probably had no bearing on the date of the release of the stamp!
