Overrun Countries (909-921)
A discussion about creating a set of stamps recognizing the countries overrun and occupied by the Axis nations began as early as 1942 and President Roosevelt is credited with suggesting the design of the stamps. By early 1943 detailed plans began to be made. The American Bank Note Company was selected to produce the stamps because it had available special printers which enabled the flags to be printed in their actual colors in one operation. The 5c denomination was chosen in view of the fact that was the foreign rate and would be used on mail going to other countries.
The first public announcement of the stamps came on May 11, 1943 when it was disclosed that there would be 11 stamps issued in the series for Poland, Czechoslovakia, Norway, Luxembourg, Netherlands, Belgium, France, Greece, Yugoslavia, Albania and Austria. The next month Denmark was announced that it would be added to the series and ultimately it was issued on December 7, 1943, the 2nd anniversary of the Japanese Pearl Harbor attack. It was not until August, 1944 that it was announced that a new stamp in the series would be released for Korea.
The cachets Crosby created for this series were generally of uniform design. They included cachets with photos of personages of each country, with the country's coat of arms, and in a non-photo variety with its flag.. (Crosby did not however, continue with that format for the Korea stamp issued in 1944.) Despite the relatively few basic design types, Crosby created many different design varieties as was his want.
For the original 12 stamps, the Mellone catalog generally lists the three different designs as #s19-21 and I will follow that format for WGC #s 1-3. However Crosby apparently did not create all three styles of cachets for all of the stamps. The chart below indicates the known types of cachets Crosby created for the original overrun series of stamps issued in 1943. (An 'X' indicates that type is known.) As shown in the chart, a complete set of Crosby cachets was apparently prepared only in the non-photo design of WGC-3 (M#21.) All the stamps were released in at least two designs but only three countries (Netherlands, Greece, and Denmark) show examples of all three designs.
